The Colorado Education Initiative collected information about district MSL systems in Colorado to help districts understand the current landscape and to learn about, review, and improve their teacher evaluation systems. This work began in the 2013-2014 school year with a focus on showing what systems looked like across the state and learning how districts made important decisions and developed their MSL systems. In 2014-2015, the focus shifted to how districts were implementing MSLs. During the 2015-16 school year, we focused on understanding new individual and collective measures that districts are using in lieu of state test data with a specific focus on student learning objectives (SLOs). The reports below outline findings from the 2015-16 school year.
MSL System Design: How are Colorado districts designing their MSL systems? How are they using different types of measures and assessments to evaluate teachers’ impact on student learning?
MSL System Implementation: How have Colorado districts implemented and made changes to their MSL systems in response to changes in state legislation? What challenges and successes have they had in implementing and using MSLs?
Student Learning Objectives in MSL Systems: How are Colorado districts using Student Learning Objectives in MSL systems? What challenges and successes have they had in implementing SLOs?
