The Framework supports the integration of behavioral health supports in schools with local behavioral health systems through a Multi-Tiered System of Supports (MTSS) combined with a System of Care (SOC). The Framework expands on the Colorado Department of Education’s Building Bridges for Children’s Mental Health, which fused two complementary approaches:
- Positive Behavioral Interventions and Supports (PBIS) from the education system, which is based on a preventive, public health framework
- System of Care from the behavioral health system
The development of the Framework was guided by a leadership advisory committee comprised of education and behavioral health professionals and was informed by a literature review, interviews and focus groups, and a statewide gaps and barriers analysis.
